If a user experienced any (usually all) of those issues, if I went into the Users folder and opened the Administrator folder just ONCE and, With these parameters in mind, I narrowed the problem down to the access permissions to the Administrator folder under C:\Users. Anybody that had already been signed on to the PC prior to the update, as well as domain admins, did not experience any issues.
